The Justicars had been used by the Magi Guild of Academia to oversee the actions of Magi for thousands of years. The Catholic church had recognized them in 1220 A.D. creating the Holy Order of Justicars after Pope Honorius III was attacked by a Purifier Death Squad. Pope Honorius III knew that open support was not possible so he secretly created the Order of Justicars as a cover for the Guild and signed documents proclaiming the Svalbard Islands the headquarters for the Magi Guild Triad for thousands of years, as their headquarters.
